REGULATIONS
Contest: Open to all cartoonists
THEME: Crow
Deadline: 20 December 2014    They should be cartoon, drawn in 2014..!
ENTRIES: Max. 2 cartoons
TECHNICAL INFO:
A4 size max. 100 dpi, format (JPEG).
Max one entry in each section: black & white or colored,
any style, any technique will be accepted.

At the end of competition there will be an exhibition on internet from the selected cartoons.
The participant must send their photo along with their autobiography.

参赛作品要求：

1） 参赛创意由参赛人自由发挥。表现手法不限。参赛作品数量不限。

2） 纸上作品的图幅不小于A4（210mm×297mm）大小。请在作品背面贴上参赛表：标题、姓名、院校、地址以及详细联系方式等。

3）电子作品最长边不小于（1000像素）分辨率为300dpi，格式为jpg(颜色：RGB).大小不超过2兆。

竞赛流程说明：

1）本次大赛不收取任何参赛费用。

2）提交漫画、插画作品；

3）参赛优秀作品网上展示；

4）根据网上的投票数，统计出投票冠军一名，大赛结束后发给精美奖品；

5）大赛结果在中国新闻漫画网及其他媒体上刊登。

参赛作品的评审：

（1）参赛作品评审机构

评审委员会将由著名的漫画家、大学教授、环保专家等人员组成。

（2）参赛作品评比原则

评委会将秉承客观、公平、公正的原则对所递交的参赛作品进行评判和表决，并推荐出获奖作品。

（3）参赛作品评选结果的公布

参赛作品评选结果将于2014年12月公布。

大赛相关法律问题：

1、参赛作品不得违反有关法律、法规以及公认的道德规范。

2、参赛者对自己的参赛作品负责；参赛作品不得违反知识产权；参赛作品涉及的使用其他素材的版权问题，由参赛者负责；提交作品的团体或个人必须拥有参赛作品及其所有素材的所有权或使用权，不得剽窃、抄袭他人作品，一经发现上述行为立即取消其参赛、获奖资格，由此发生的法律纠纷由提交作品的团体或个人自行承担并负全责；并保证比赛举办者不受损失。

3、对于入围作品、获奖作品，其作品使用权和版权归主办方所有。

4、对于所有参赛作品， 参赛者同意主办方拥有其参赛作品的使用权，主、承办方可以任何形式将参赛作品进行展示和传播，不另付酬。

5、作者一经提交作品参赛即代表完全接受大赛条款。

Competition Rules


1. Theme: “Environment and health”

Focus on the theme of the competition, though contributions relating to environment protection are also accepted.

6. Requirements


1) There is no limitation of numbers of participant’s submission.


2) Paper submissions should not be smaller than 210 mm x 297 mm. Please print the title, participant’s name, college name, address and other contact information on the back of each submission.


3) If you submit your contribution via email, please follow the resolutions: - 300 dpi (file size no bigger than 2MB) - JPG - RGB - Longest side of the file should be under 1000 pixels


4) Criteria for paper submissions: title of the work, participant’s name, and the name of the college or university he or she attends are required, author’s pen name is optional.


Caption of email contribution should be in .TXT format and include the title of the work, participant’s name, institute participant attends, address, and telephone number.

10. Additional Key Points


1) No fees needed for the competition

11. The Jury


1) The jury is made up of famous cartoonists, university professors and experts of environment-protection.


2) The jury will maintain an objective, fair and just principles of the entries submitted for judging and voting, and recommended the winners.


3) The winner will be announced in December 2014


12 Copyrights


1) The organizers reserve the right to refuse entries they consider morally, politically or religiously offensive, as well as work that is considered in violation of the acknowledged moral standards.


2) If a contribution has any intellectual property rights or copyright dispute, the organizer holds the right to revoke the participant’s eligibility to participate in the competition. Participants are solely liable for any consequence that may arise from submitting work to the competition. The participant must be the owner of all rights on the work submitted and it is the responsibility of the participant to ensure that his or her contributions to the competition do not generate any copyright or other intellectual property rights dispute.


3) News Cartoon reserves the right to use the contributions for presentation and media use.


4) Organizers and participants share the copyrights of the contributions; the organizers of the event have the right to display and distribute the works of the contestants.


5) By submitting a contribution to the competition, the participant is agreeing to accept all of the rules.

作家漫画家冰凌在全国小小说全国大赛中获奖
近日，作家漫画家冰凌收到中国·武陵“德孝廉”小小说全国征文大奖赛组评委员会寄来的精美的获奖证书，她的微型小说作品《狗言无忌》喜获优秀奖！
今年七月，由《小说选刊》、《小小说选刊》、《微型小说选刊》杂志社、小小说作家网、中共常德市武陵区纪委、武陵区委宣传部和武陵区文联共同举办的“中国.武陵‘德孝廉’小小说全国征文大奖赛”在湖南省常德市武陵区红花园生物科技有限公司院内的中国微型小说（小小说）创作基地开赛。
  此次大赛旨在大力弘扬主旋律、弘扬清风正气、传播正能量，全力构建以“德孝廉” 核心和特色的武陵小小说文化。把“德孝廉”作为一项“新风工程”常抓不懈，让善德为先、尊老敬贤、廉洁从政之风吹拂中华大地，使“德孝廉”成为全国人民的行为习惯。

Aphorism:
• In this category each author can participate with maximum of 10 aphorisms, printed in three copies, completed with code and particulars about the author, and set in sealed envelope.
• The authors are allowed to participate with more works, each as group of 10(ten) aphorisms and marked with particular code.
Caricature:
• In this category, the authors can participate and send 3 caricatures, maximum.
The technique is on their own choice, and dimensions A/4.
• Particulars about the authors should be written at the back side of the work.

International Competition In Caricature Drawings /Vevkul 2015

In order to our 30th anniversary of the International Cultural and scientific Manifestation "Pecalbarski denovi"; this manifestation and "Vevecul 2015" Vevcani's cultural summer manifestation are signing an INTERNATIONAL COMPETITION IN CARICATURE DRAWINGS themed "Floodings, floodings ..."
1. The right to participate to this competition have all those who draw caricatures and have a good sense of humor and satire;
2. The format and the number of drawings from one author is unlimited and it is decided by the author itself.
3. A jury will be made out of three members and the same jury will assign three awards:
- First prize - golden mask
- Second prize - silver mask
- Third prize - bronze mask.
The winners of the awards will also recieve a passport of the Karnival Republic of Vevchani and other presents.

1.        The KARIKATURUM International Forum of Visual Humor is an open competition, happy to accept works from both professional artists and amateurs, regardless of education, age, sex, nationality, and citizenship.

2.        The Forum is organized by the Surgut Government Department of Culture, Youth Policy, and Sport and the Surgut Fine Arts Museum.

3.        The KARIKATURUM 8 International Forum of Visual Humor has one discipline – caricature.

II. CONDITIONS AND PROCEDURE FOR PARTICIPATION IN THE CONTEST

1. Requirements for Entries

1.1. The competition only accepts originals from participants who have the copyrights for their works. Entries received by email, copies and printed versions are not accepted. Works that have already received prizes at other competitions are only accepted if they are accompanied by information on when and where they were awarded. The jury retains the right to add or not add them to the list of prizewinning works.
1.2. Accepted techniques: painting, graphic, prints (etching, lithography, woodcutting, linocuts).
1.3. Entry size can range from А4 (210х297) to А2 (420х590).
1.4. Each participant can send an unlimited number of caricatures.
1.5. Postage and handling of the entries is paid for by the participants. Works must be carefully packaged.  The organizers are not responsible for any damage incurred during transportation.
1.6. All entries must be accompanied by an Application Form including the author’s name, surname, telephone number, fax number, e-mail and address. The form should be filled in block letters. Unaccompanied entries are not accepted in the competition.
1.7. The entries must have the name and surname of the author as well as the year of their creation, materials and techniques used on their reverse sides.
1.8. The organizers guarantee that all operations with the personal data of participants will be conducted in accordance with the current legislation of the Russian Federation (Federal Law from July 27, 2006 № 152-ФЗ “On Personal Data”).
1.9. The copyrights for their works, titles and texts are owned by the authors and are inalienable. Every author is responsible for his or her work in accordance with the legislation of the Russian Federation. Exclusive rights to their cartoons remain with the authors unless they turn them over in a deed of gift (Art. 1291 of the RF Civil Code).
1.10. Submitted cartoons will not be returned and will remain in the collection of the Surgut Fine Arts Museum. The museum gladly accepts the gifted works and urges authors to express their will by filling a deed of gift (deed of gift form supplied) in favor of the museum collection to send it together with their entries and application forms.
1.11. Entries may be put on display at the Surgut Fine Arts Museum as well as other museums, galleries, exhibition halls, and the museum’s website at the organizers’ discretion.
1.12. The organizers reserve the right to publish received works in the media including the internet and replicate them in Forum advertisements without paying the author but indicating their name, surname and country.



2. Special Conditions

2.1. The main prizewinners and jury members of the Forum will receive free transport to and from the award ceremony by any mode of transportation from any single city of the Russian Federation as well as free accommodation at the Surgut Hotel. Payment for taxis, passenger meeting services, and accommodation in transit points is not included.
2.2. The main cash prizes may be divided between several entries at the jury’s discretion.
2.3. The organizers and sponsors of the forum reserve the right to establish special prizes after receiving the entries.
2.4. A catalog will be published after the competition. All authors whose works are included will receive a free copy.

2015年第四届“金熊猫”国际漫画&插画艺术大赛征稿



1.参赛对象
世界上所有热爱漫画与插画艺术的艺术家及爱好者，不受国籍、年龄、性别等限制。
2.组织者

主办：HONGTU艺术机构
承办：红人国际艺术中心

A)孙悟空
B)猴子
C)熊猫/自由选题
4.参赛要求

1)作品无论是否在其它任何比赛中获奖都将被接受。
2)参赛者必须提交原作参赛，其它任何电脑打印、幻灯片、相片或者复印件作品将不被接受。电脑创作的数字作品（CG）可以被接受，作者需要将电子版本E-mail到大赛邮箱，同时，需要打印出A3尺寸（297*420cm）作品邮寄到组委会。
3)每组最多提交10幅(组)作品。
4)作品尺寸不限，并且不要装裱。
5)作者需要提交个人简历及报名表（自制报名表也可以接受），与作品同时邮寄过来。
6)作者的姓名、联系地址、电子邮箱、电话号码等个人信息应该在作品的反面书写清楚。
7)作品的技法和使用媒介不限。任何油画、版画、国画、水彩、雕塑、工艺美术作品都会被接受。
8)大赛不收取任何报名费。
5.参赛表格

6.截止期限

截止期限为（以邮戳为准）：2016年1月31日
7．邮寄

1)请保证作品的平整邮寄，需要时可衬以硬纸板加以保护,或卷起放入一个坚固的纸筒中邮寄。作品在邮寄过程中受到的损坏，组委会概不负责。

8.评审

1)评审委员会由艺术家、版画家、插画家、漫画家以及出版社报社编辑组成。
2)评审会议将在2016年4月底举行。
3)组委会将于2016年6月底在网站上公布大赛结果。同时组委会将会通过邮政或网络形式联系获奖艺术家。

10.版权

参赛者必须保证拥有参赛作品的著作权，否则，由此引起的一切后果将由参赛者承担。组委会有权利在宣传推广大赛以及介绍艺术家等活动中免费使用一些作品。


11.目录

入选大赛的所有艺术家都会收到一份大赛画册。


12.规定

1)参赛作品将不会被退回。它们会在红人国际漫画艺术馆中长期展览陈列。
2)参赛者同意以上关于大赛所有条款。大赛组委会拥有最终解释权。
