CARTOON MUSEUM DIRECTORS’ MEETING 2009
FINAL DECLARATION
Anadolu University Research Center for Cartoon Art intended to hold an
international meeting in order to establish interaction and communication
among the directors of cartoon museums in the world. This meeting took place
at Anadolu University Congress Center in Eskisehir on 30 September – 2
October 2009.
The directors who participated in this meeting self-financed their arrival
in Eskisehir. Their accommodation and meal expenses in the city were met by
Anadolu University.
During this meeting;
a) the participants made presentations about their museums,
b) the directors of similar museums met each other and shared their
experiences,
c) the problems of museums were discussed,
d) new suggestions about museums were brought up,
e) the participants visited Anadolu University Cartoon Art Museum and
joined the opening of “Bulgarian Cartoons Exhibition” held by the Museum.
Furthermore, the guests had the opportunity to visit the city of Eskisehir.
Thirty cartoon museums in various countries have been invited to the
meeting, and eleven of them accepted the invitation. Florin BALABAN, the
director of Vianden Cartoon Museum in Luxembourg, did not take part in the
meeting although he had already sent information about his museum.
In the meeting,

Amandus ADELIE (Director),
TABRIZ CARTOON MUSEUM / IRAN by Rahim Baggal ASGARI (Director) and Mahdiye
ASGARI (Vice Director),
MUSEUM OF CARTOON ART and CARICATURE in WARSAW / POLAND by Marek W.
CHUMURZYNSKI (Director) and Elzbieta LASKOWSKA (Vice Director) (These
participants had informed that they would not be able to attend the meeting,
and sent a CD about their museum. The participants watched this introductory
film.)

(Director) (The director had informed that she would not be able to attend
the meeting. The presentation of the museum was made by Yurdagün GضKER.),
ANADOLU UNIVERSITY MUSEUM OF CARTOON ART / TURKEY by Prof. Atila ضZER.
The participants had sent presentation texts and visual documents before the
meeting, and these materials had been published in a proceeding book, which
was distributed to the participants.
The participants of the meeting brought with them books, magazines or albums
they published and exchanged these with each other, which contributed to the
enlargement of the collection of museums.
It was understood that some of the museums function on the basis of
voluntariness and that one of the common problems of museums is financing.
It was suggested to take further steps to solve this problem, to ask for
help from local governments, Ministries of Culture and foundations, and to
submit projects to organizations such as the European Union, UNESCO and
UNICEF.
One of the main emphases of the meeting is that cartoon is an artistic means
of communication. Therefore, it is required to exert efforts to make the
audience see cartoon from this perspective.
It was highlighted that cartoon museums are different from other types of
museums and that their directors and personnel should be experts in both
cartoon art and museology.
The participants mentioned that there are old historical cartoons for
researchers, but that these collections can be boring for ordinary visitors.
It was suggested to hold exhibitions that appeal to the public in addition
to exhibitions of old cartoons, to carry out applied workshops for children,
to invite schools to make visits to museums, and to ensure that teachers
assign homework which requires students to visit museums.
It was also proposed to develop projects to develop “tourism of cartoon” in
the cities where there are cartoon museums. Further efforts should be
exerted to make these museums more known, and CDs of cartoon collections can
be sent to televisions and newspapers.
Further suggestions to promote cartoon museums are as follows:
Museums can work in solidarity, requesting exhibitions from each other.
Museum directors can enhance their collections by sending
letters to cartoon masters and request them to donate some works to the
museum.
Museums that hold competitions should accept only original works
to the competition.
An “Association of Cartoon Museums” can be established. A web
site can be designed, where each museum can upload news about their museum
with a special password.
”The Cartoon Museum Directors’ Meeting” can be held regularly
every year, and hosted by a different museum each year. Rahim Baggal ASGARI,
the director of Tabriz Cartoon Museum, stated that the meeting can be held
in Tabriz in 2010. Branko NAJHOLD suggested that the following one can be

漫画类似问题已是一个国际问题,诸多材料可以说明其复杂性质,有的类似实际可以认为是借用.JULIAN PENA-PAI是印尼籍著名的漫画家,被国际漫画界称为是"宪兵"和"侦探",其收集整理了诸多国际类似漫画,本人曾在德国堂网发表过类似的材料,与JULIAN PENA-PAI先生提供的这类材料均收集在德国堂网的SIMILAR CARTOONS专栏,所以本人较为关注这类材料,现把JULIAN PENA-PAI所发表的材料,再综合本人收集的国际漫画类似材料陆续演义!看看新近的诸多重要获奖作品,有这么多类似!

2nd Salao Internacional de Humor da Amazonia 2009 - Brazil
Rules
1. Nature and scope of the Salon
The 2nd Amazon Humor Salon – Ecology in a line-drawing, intends to be part of the agenda of events related to cartoon production in Brazil and abroad. It aims at stimulating and publicizing the production of cartoonists in general. It is important that this salon is a graphic platform that will show the talent and critic perception of all cartoonists concerned with ecological problems that affect our planet, specially the Amazon region.
2. Deadlines
The 2nd Amazon Humor Salon – Ecology in a line-drawing, will take place from December 19th to 27th, 2009 at Espaço São José Liberto, Belém- Pará-Brazil. See deadlines below:
a) Registration/Submission of entries: from October 06th to November 20th, 2009;
b) Selection of entries: November 23rd, 2009;
c) Announcement of selected entries: November 25th, 2009;
d) Opening and Award Ceremony: December 19th, 2009;
e) Closing ceremony: December 27th, 2009.
3. Themes and Selection
Theme A: Ecology (Compulsory): We consider to be part of this category all cartoons whose theme is related to ecological problems. Seventy (70) works will be selected for this category.
Theme B: Rain (Optional): We consider to be part of this category all cartoons whose theme is related to rain. Fifty (50) works will be selected for this category.
4. Participation
a) Registration is open to artists of all nationalities;
b) Fill out the registration form with the following information: the title, author's name, stage name, address, phone numbers, e-mail, number of identity card or passport, bank details and attach the work, image resolution 300 dpi; size of 3543 x 4724 pixels or 30 x 40 cm color model RGB, jpg format (average quality = 5) the maximum size of 1.5 MB, the participant to click send automatically agree to the terms of this event;
c) Each participant may send a maximum of 2 (two) works per theme;
d) To submit works whose theme is “rain”, the participant must also submit works for the category ecology;
e) Works selected in the previous editions of the Amazon Humor Salon will not be accepted;
f) Entries must be sent with filled form until November 20th 2009, at 11.59 pm (Brasília time zone);
5. The jury
a) The organizing team of the 2nd Amazon Humor Salon will appoint a Pre-Selection Committee whose responsibility will be to select works that will take part in the exhibition and in the contest. This Committee will also select the works that will be in the catalogue;
b) The Jury will be constituted by five members, all qualified professionals in the field;
c) The president of the Jury will be an artist specially invited for the event;
d) The number of works in the catalogue may be different from the number selected for the exhibition. No complaints on this matter will be considered;
e) The Jury is responsible for granting prizes and special awards;
f) Decisions made by the Jury and the Pre-Selection Committee are final;
6. Works and originals
a) Submitted works will not be returned and will be part of the Amazon Humor Salon’s collection;
b) The production company Central de Produção – Cinema e Vídeo na Amazônia, which is responsible for this project, has the right to use any submitted work, at any time, for publicizing the event;
c) None of the works will be put for sale or used for commercial purposes;
d) In order to complete his/her registration, the participant must accept and agree with the event’s terms and conditions;
7. Catalogue
a) All participants whose works are selected to be published in the catalogue will receive a copy, which will be sent within a period of 8 (eight) months after the closing of the Amazon Humor Salon;
8. Copyright
a) Submitting a work will automatically imply the author grants the salon reproduction rights for non-commercial purposes;
11. Prizes
a) A total of 4 (four) prizes will be given:
Ecological Cartoon
1st prize R$ 4,000.00 (gross amount)
2st prize R$ 2,000.00 (gross amount)
Rain Cartoon
1st prize R$ 4,000.00 (gross amount)
2st prize R$ 2,000.00 (gross amount).
b) Prizes are subject to tax withholdings as established by the current and applicable law;
c) All winners will receive a trophy.
9. Venues and Dates
The 2nd Amazon Humor Salon – Ecology in a line-drawing will take place in the city of Belém, State of Pará, Brazil, from December 19th to 27th, 2009, at Espaço São José Liberto.
10. Organization
Conceived and coordinated by Biratan Porto, the Amazon Humor Salon is organized by Central de Produção – Cinema e Vídeo na Amazônia.
