WORLD PRESS CARTOON 2011

WORLD PRESS CARTOON is the annual meeting point for the best humour drawings
published in the press all over the world. Already in its seventh edition, by next Spring,
in 2011, once again at Sintra, a selection of caricatures, editorial cartoons and gag
cartoons – representing a retrospective view of the world’s current affairs in 2010 –
will be on show. There is no lack of reasons to take part into: attractive prizes; a
guarantee of assessment by an international jury consisting of merit acknowledged
professionals; and an organization that sets high demands on quality and rigour at
every stage of selecting, exhibiting and also publishing a catalogue of the best works
submitted to competition. The World Press cartoon is a saloon for professionals that
should not be missed by the very best professionals!

1. SPECIFICATIONS AND SCOPE
A - The World Press Cartoon covers three main categories: editorial cartoon, caricature
and gag cartoon.
B - The World Press Cartoon is not a thematic event. Its objective is to distinguish the
best cartoons created and published in 2010.
C - In the category EDITORIAL CARTOON, all entries must represent events and issues
that marked the news in 2010.
D - In the category CARICATURE, only works in the strictest sense of the term will be
considered, i.e., exclusively humorous portraits.
E - In the category GAG CARTOON, the works to be considered will feature subjects
that are not directly related to current issues.
F - Authors are free to submit what they consider to be their best work, although
clearly, those personalities, themes and events of a more universal nature will be best
suited to such an international salon as the World Press Cartoon.
2. EXHIBITION
The prize-giving ceremony and the exhibition of the selected works will take place in
the spring of 2011 at the following venues: Sintra Museu de Arte Moderna and Centro
Cultural Olga Cadaval, both in Sintra.
3. ELIGIBILITY
A - Only the originals of the works will be accepted.
B - Top quality printed versions of works produced by digital or mixed techniques will
be considered originals when they are signed by hand by the author, who must
indicate the techniques and software used on the competition application form. The
respect ive digi t al fi les must also be sent.
C - The format of the works cannot exceed the European standard measurement A3:
420 x 297 mm.
D - Cartoonists are permitted to submit to the competition one original entry in each
of the three categories of the salon: editorial cartoon, caricature and gag cartoon.
E - It is an essential pre-requisi t e for el igibi l i t y that the work s were original ly print ed
between Jan.1 and Dec. 31, 2010 in newspapers or magazines, published on a regular
basis and on sale to the public.
F - As proof of compliance with the preceding paragraph, each original must be
accompanied by the respective full page of publication, on which the date and title of
the newspaper or magazine is clearly visible (note that cuttings, pasted versions,
photocopies or digital prints of the publication are not acceptable).
G - The author must also attach the header of the newspaper or magazine in which
the work was published, making sure that both the size and quality will allow for its
reproduct ion.
H - If the original work appears with a title, caption or any other wording, these must
be translated into English, to be clearly written on the identification label that will
be sent with the original.
I - The works should be received by the organization’s secretariat in Lisbon by January
31, 2011.
4. PACKAGING
Original work s must be post ed in flat pack aging, between two hard boards.
5. WORK AND AUTHOR IDENTIFICATION
Each of the works for submission must carry an entry form and identification label,
clearly filled in, and attached to the reverse side of the original.
6. JURY
A - The Jury of five members will be presided by the Salon director.
B - The WPC organisation under the management of the chairman of the Jury shall
select the original works to be included in both the exhibition and the catalogue.
C – It is up to the Jury the award of prizes and honourable mentions.
D - The decisions of the Jury will be taken by majority vote and will be final.
7. SALE
A - The authors may choose to sell their works at the exhibition.
B - If an author wishes to sell his/her works, this should be clearly marked on the
entry form and identification label, together with the intended price in euros.
C - The organization of the World Press Cartoon will add a gallery’s fee to the
author’s original price.
D - The digital works will not be for sale.
8. RETURN OF THE WORKS
A - All of the works which comply with the terms of eligibility will be
returned to thei r authors, whether they are select ed or not to appear in the
exhibition, except for works that are sold or that have won a prize in the
competition.
B - All exhibited works will be returned after the closure of the main
exhibition in Sintra and subsequent tour exhibitions.
C - Digital prints will not be returned.
D - The author must provide his/her full postal address as indicated on the
application form, including street, town/city, post code and country (box
numbers are not accepted).
9. CATALOGUE
A - All authors whose works are selected to appear in the exhibition will
receive a copy of the cat alogue.
B - The Editors of the newspapers and magazines in which the selected
works were published will also receive a copy of the catalogue.
10. ROYALTIES
A - The submission of a completed entry form and identification label will
automatically imply the waiving of the author’s royalties vis-à-vis the non-
commercial reproduction of his/her work.
B - The awarding of a prize to a specific work will automatically imply the
waiving of its author’s royalties to the organization of the World Press
Cartoon.
11. PRIZES
A - The structure of the prizes will be as follows:

B - Chosen from all the entries in the competition, the World Press Cartoon
will award the best work with the Grand Prix of 20 000 euros.
C - The Grand Prix winning work will be chosen from the three first-prize
winners in each category.
D - The author of the Grand Prix winning work will only receive the amount
indicated for this prize, i.e., it will not be added to the amount indicated for
winning the category first prize.

E - The prize values indicated above refer to gross amounts and therefore are
subject to Portuguese taxation at the rate in force.
F - According to the standard of the works submitted to the competition, the
Jury reserves the right not to award prizes in every category and level
indicated in the structural table above.
G - All the prizes will be authenticated with a diploma and the winners will
receive a t rophy.
H - In addition, the Jury is permitted to select other works for the distinction
of Honourable Mention, which will be symbolised by a medal and
authenticated by a diploma.
I - All prize-winning works and those awarded honourable mentions become
the property of the World Press Cartoon organisation.
J - Every newspaper or magazine in which a prize-winning work was
published will receive a diploma in recognition of the World Press Cartoon
award.
K - Every artist whose work is selected to appear in the exhibition and
catalogue will receive a certificate to mark the participation in the salon.

　　“第四届亚洲大众传媒奖”颁奖典礼于2010年12月27日下午7点在斯里兰卡首都科伦坡苏加塔达萨体育场举行，亚洲23个国家驻斯里兰卡使馆及斯里兰卡政府官员、斯里兰卡新闻媒体及来宾数千人参加了典礼。

第三届国际旅游漫画大赛

第三届国际旅游漫画大赛举行的安纳托利亚阿纳杜鲁大学合作研究中心漫画 艺术，旅游协会作家和新闻记者：Turizm Araştırmaları Dergisi（安纳托利亚：一项研究杂志旅游）。  旅游业是世界上发展最快的行业，并在土耳其各地。  在休闲旅游的个人经历的各种进行评估，在旅游概念。  漫画家？  解读居民关系旅游有关的问题，如住宿，交通，旅行社，餐饮，娱乐，休闲，观光，博物馆，环境，旅游，也是发展过程和旅游体验过的，构成了这个比赛的目的

The Bruges Cultural Department presents
Cartoonale Brugge 2011: Revolution!
This year marks the fifth edition of Cartoonale Brugge!
Theme for this year is 'Revolution!', a subject that has been headlining the news for months and that may be interpreted in the widest possible sense. Can you find inspiration in the news of the Arab revolts that have taken the whole world by surprise, or in the green revolution? In the digital revolution and the instant success of the I-phone, Twitter and Facebook? Or do you have other original ideas on the subject?
Cartoonale Brugge is open to all creative minds. Every artist may submit up to three cartoons and the deadline for submission 27 July 2011.
Do not hesitate to participate; there are nice prizes to be won! From among all entries, the jury will select three winners who will be awarded with a cash prize! The winner will walk away with 1,500 euros, the second- and third-prize winners will receive 1,000 euros and 500 euros respectively. Click here for the contest rules. You can also obtain these from Cultural Department or via  the City of Bruges website.
The best works will be exhibited in the 'Hal voor Cultuur", AC 't Brugse Vrije, Burg 11, 8000 Brugge, from 23 September until 12 October 2011, daily from 10 a.m. until 5 p.m.

一、竞赛主题：
过去、现在、未来——民族文化和人类的梦想
（世界各国民族文化有着自己的历史传统和独特魅力，中国长城、中国周易和宗教、埃及金字塔、南美玛雅文明、印度太阳神庙等等，同时各国文化在一定程度上又承载和寄托着人类对未来的憧憬和梦想。回顾过去、立足现在、展望未来，民族文化发展有着怎样的困境和机遇？有着怎样的传承和发展？请漫画家充分发挥天马行空的创意想象力，挖掘民族特色形象元素，运用独特的绘制风格，表达出绚丽多彩的人类梦想。更多世界民族文化遗产资料，请访问：http://www.wchol.com/html/whycml.html）

八、版权：
主办单位广西城市职业学院对参赛作品拥有以下权利：
（1） 在广西城市职业学院网站上永久展示；
（2） 统一收藏并可随时结集出版、展出或拍卖；
（3） 在其它媒体和出版物上发表；
（4） 主办单位授权的其它合法应用。
所有参赛作者均被视为默认本次大赛规则。

2011年巴拉卡尔多市国际幽默绘画大赛规则，主题为“新兴技术”，设赫尔墨斯奖



第一条 - 批准2011年第十届巴拉卡尔多市国际幽默绘画大赛——主题为“新兴技术”，设赫尔墨斯奖——之公告，该公告受巴拉卡尔多市文化类比赛所适用法规的调整，公告内容于2010年2月12日公布在比斯开省政府公报上。




第二条. – 此次大赛的预算限额为四千五百欧元（4500 €），预算项目编号为00700 45180 2269902。根据上述法规第7条的规定，设立奖项如下：一等奖 - 1500欧元，二等奖 - 1000欧元，三等奖 - 800欧元，四等奖 - 700欧元，五等奖 - 500欧元。




第三条 - 本次大赛具体规定如下：




目的

漫画家将寄出一幅幽默场景图画作品，其主题将是对日常生活有影响的新科技（互联网，生物，航天，电信，医疗，体育，科技进步，劳工领域，等等），使市民思考有关科技发展的新领域。漫画也可以描述由于组织和参与各类网络社交及Web2.0的发展所产生的态度和思想。

参赛者

大赛向所有人开放，不设年龄限制。每位参赛作者最多可提交三件作品。此前曾获得该赛事赫尔墨斯奖的作者的作品将不被接纳。

形式和规格

作品中的场景和人物必须是原创且从未发表过。不限黑白或彩色。篇幅一页，尺寸不超过800 × 600像素，分辨率不低于每英寸72像素。

语言

参赛作品如要用文字描述，可使用西班牙语或巴斯克语。对于其它语言区域和地理区域的参赛者提交的无文字绘画作品，可予以接纳。

投稿

参赛者须将其姓名、地址、出生日期、身份证号（DNI）/税号（NIF）或外国人身份证号（NIE）及电话号码以电子邮件形式发送给我们。这封电子邮件中应附上JPG格式的画稿文件。

投稿地址及期限

参赛作品及作者情况必须在2011年10月13日之前以电子邮件形式发送至hermesbarakaldo@barakaldo.org。

虚拟展示

一旦提交作品，即表示同意市政府将其用于图像展示。展示作品不会为参赛作者带来任何经济收入。

奖项

巴拉卡尔多市赫尔墨斯奖的奖金总额为4500欧元，共设五个奖项：一等奖 - 1500欧元，二等奖 - 1000欧元，三等奖 - 800欧元，四等奖 - 700欧元，五等奖 - 500欧元。

获奖者将被单独用电子邮件通知。在收到通知后，获奖者须在三个月内向主办方提供汇款所需完整信息。若在首次通知后的三个月内未能提供上述完整信息，应视为获奖者已放弃相应奖金，且相应作品内容将从市政府发布的所有媒体中移除。

评审

如在收到的参赛作品中，无一符合规定的最低质量要求，所有奖项均可被判定为无效。

评选标准

各奖项将按以下标准进行评选：

a.- 作品质量及艺术价值：50分。

b.- 与大赛主题的切合度，幽默语言在作品中的运用：30分。

c.- 作品是否展现新兴技术对社会与文化的冲击，及其对人类日常生活的影响：20分。

其他事项

参与本次大赛即表示接受现行法规的约束。




第四条.- 奖项评选将在竞争基础上进行，即对所提交作品进行比较，根据上述标准选出其中较好的作品，并按相同的标准确定相应的奖金数额，该数额不能超出公告中所述的预算范围。




第五条.- 为了分析和评价所提交的作品，我们将设立一个资格评审小组或评判委员会，成员包括担任主席的文化、教育、巴斯克语和体育领域代表议员D. Carlos Fernández Martínez，插画和幽默绘画行业内知名人士Do&ntilde;a Alvarez Casquete、D. Prudencio Díaz Lopez de Armentia和D. Sergio Román，以及担任秘书的文化领域专家D. Juan Manuel de Los Santos Aranaz。




第六条.- 颁奖程序将在投稿期限届满之日起两个月内，得以确定并告知。




第七条.- 有关当事人将依据1992年11月26日第30号西班牙公共行政机关法律制度及共同的行政程序法第58条的规定予以通知。




第八条.- 对获奖结果不服且通过行政手段不能解决的，可在结果通知次日起一个月内向市长申请行政复议，或者在收到通知次日起两个月内依据1998年7月13日第29号行政诉讼管辖法第8条和第10条规定的权力直接向行政诉讼法庭提起行政诉讼。

    一、组织机构

        三、参赛对象

        国内外院校教师学生、文化创意产业领域从业人员。   

        四、报名方式

        １．参赛学校和单位统一组织向大赛组委会办公室报名。

        ２.参赛者向所在学校相关部门领取参赛报名表（承诺函）或登陆网站http:// www.qlacb.com/下载参赛报名表（承诺函）。

        ３.报名人必须按要求详细填写报名表，每件作品单独填写，字迹工整，并在承诺函上签名。报名表（承诺函）可复印。

        五、参赛作品类别  

        A.动画作品类：包括动画短片、手机动画、建筑动画、动画广告、DV短片、游戏、网站设计、界面设计、电子杂志产品等。

        B.漫画作品类：包括单幅漫画、四格漫画、故事漫画、插图、涂鸦、CG静帧作品、角色设计、场景设计、动漫周边等。

        六、参赛作品要求

        1. 动画作品和DV短片，图像尺寸不得小于720×576。标清、高清尺寸均可，同时需提交DVD光盘一张、数据光盘一张；建筑动画作品不得超过3分钟。

        2. 手机动画作品需提交刻录光盘，手机漫画（3-8格之内gif或jpg格式）；手机电子书（swf或jar格式）；手机FLASH动画（swf格式,长度不限，建议在30秒-1分钟之间）；手机彩信（gif格式，100KB以内）。

        3. 平面作品（黑白彩色均可）及其他作品，均需打印效果图(A4尺寸)，同时提交刻录光盘（JPEG格式，分辨率不低于300dpi）。

        七、作品提交方式

        １.请将参赛作品与参赛作品登记表、评审费，报送到 “第三届齐鲁（国际）动漫大赛”组委会办公室，外地作品可以特快专递或挂号信形式投寄。

        2. 参赛者可报多件作品参赛，刻录成光盘。每件作品须附1张报名表（可通过网站获取，复制有效）。

        3. 所有作品不需装裱，报送光盘务必注明单位、设计人姓名以及作品名称，字迹要工整，信息要准确。

        九、奖项设置

        1．大赛设特等奖、一等奖、二等奖、三等奖和优秀奖等奖项。特等奖颁发奖金、奖牌和证书，一、二等奖颁发奖品、奖牌和证书，三等奖颁发奖牌和证书，优秀奖颁发证书。

        ２.大赛组委会评选优秀组织奖，颁发证书。

        ３.获奖作品推荐参加“第四届海峡两岸大学生创意作品设计巡回展”。

        十、有关说明

        １.参赛稿件必须是学生个人或团体的原创作品。作品提交者应拥有其版权；如为代理人，应拥有授权证明。出现版权纠纷，侵权责任由参赛作者负责，组委会将取消其参赛资格，并提请所在学校通报批评。

        ２.大赛组委会有权将参赛作品作为本次大赛宣传出版的内容，可用于网络传播和其他方式公益科普宣传使用。

        ３.参赛者在本次大赛时间段外，用参赛作品参加另一同类比赛或相关商业活动不受本组委会限制，由此可能产生的与其他比赛组织者或有关机构的规定发生冲突而带来的一切后果由参赛者本人承担。

        本方案最终解释权归第三届齐鲁国际动漫大赛组织委员会。
