Regulations of 50ste. Knokke-Heist International Cartoonfestival 2011

1. PARTICIPATION
All persons 18 years of age and older are eligible to participate in this international contest. Participants declare to agree to the terms and conditions of the regulations, and the decisions of the juries. Belgian law governing withholding tax on prizes won by foreign participants applies. Participation is free of charge.

2. DEFINITION
A cartoon is a humorous drawing. This includes a caricature of a famous person, a parody of a real situation or simply an image of a funny situation. The cartoon can consist of one image or take the form of a short comic strip. The cartoon can be static (drawn) or moving (animated using a computer).

3. THEME:
OPEN THEME

4. SUBMISSIONS
a. Drawn cartoons: maximum 5 submissions. What? black/white or colour. The cartoons may not contain text. Drawings may also be made digitally and submitted on CD-ROM.
They may not have been exhibited in Belgium or awarded in other countries. They must be packaged flat and not folded.
How? Dimensions (min. 21 x 30 cm) or (max. 30 x 42 cm). If submissions are sent on a CD-ROM, the cartoon must be no larger than A4 format, in TIFF format with a resolution of 300 DPI. Works under glass, framed or other materials are unacceptable.

b. Animated, moving cartoons: maximum 3 animated cartoons, with a maximum length of 3 minutes per animated cartoon.
How? These animations must be sent on a DVD (PAL format). We can accept no submissions via URL (YouTube, MySpace, Google Video or Quicktime uploads), No demo versions, but the complete cartoon must be submitted. The works must be in Dutch or English, or subtitled in one of these languages.
c. The sender remains responsible for the originality of his or her work. Discussions and possible claims concerning all forms of plagiarism and the like are for the expense of the sender.

5. REGISTRATION FORM
Participation is valid only if your date of birth has been filled in and the form has been signed. The back of each cartoon must indicate: last name, first name.
Submission is at the expense of the participants.

6. OWNERSHIP RIGHTS
By participating, participants grant the organising body the right to use their submissions as advertising for the "International Cartoon Festival" and the seaside resort Knokke-Heist, (e.g. as cartoon book, catalogue, advertising in the press and other media, separate promotional printed works such as posters, leaflets etc., promotional gifts by the city council and/or photo festival organisation, calendar).

7. JURY
An international jury will make a selection from the entries for the exhibition, and will select the prize winners.

8. VISITING THE EXHIBITION
All participants may visit the exhibition free of charge upon presentation of their proof of participation.

9. OWNERSHIP BY ORGANISING BODY
All submitted works become the property of the organising body.

10. CARTOON BOOK
In collaboration with "Davidsfonds" Leuven, a cartoon book will be published, subject to budgetary and technical constraints. Selected participants will be entitled to one copy.

1. 1。 PARTICIPATION 参与

پس از برگزاری دو دوره موفق جشنواره کاریکاتور با موضوع بهره وری و حضور مسئولانه هنرمندان در به تصویر کشیدن نابهره وری ها، اینک و در آستانه سومین جشنواره کاریکاتور با موضوع بهره وری بار دیگر از همه هنرمندان دعوت به عمل می آید تا به توسعه فرهنگ بهره وری جهانی یاری رسانده و رسالت خویش در قبال مسئولیت اجتماعی برای نسل آینده را ایفا نمایند.举办后随着生产力和负责任的艺术家存在两个动漫节成功的主题课程，对漫画描绘的边缘，和生产力主体再次Nabhrh生产力，第三节日，现邀请所有的艺术家来到有利于文化的发展全球生产率和帮助应发挥对社会的责任为下一代的使命。 شاخصهای داوری جشنواره امسال که همانند سالهای گذشته با حضور اندیشمندان و پژوهشگران حوزه بهره وری و هنرمندان برجسته به صورت بین المللی خواهد بود در ادامه آمده است:这个节日，就像过去几年学者和研究人员参加了现场判断指标的生产力和国际知名艺术家将继续是：

۱. 1。 اصالت اثر در نوآوری و خلاقیت به کار رفته در آن؛原创性的创新和在它使用的创造力;
۲. 2。 قدرت انتقال مفاهیم بهره وری و جنبه آموزشی آن؛电力传输效率观念和教育方面;

همچنین آثار در دو حوزه زیر طبقه بندی خواهند شد:它还在将被分为以下几个方面：

دامنه مباحث حوزه بهره وری مباحث بسیاری را شامل می شود، لیکن عناوین ذیل می تواند در این راستا یاری رسان باشد: 研讨会议题广泛，涉及许多领域的生产效率问题，但下列商品，可在这方面有所帮助：
* بهره وری در سازمان؛ *生产力组织;
* بهره وری در منزل؛ *生产力在家里;
* بهره وری و تکنولوژی؛ *生产力和技术;
* بهره وری در حمل و نقل؛ *运输效率;
* بهره وری منابع انسانی؛ *人力资源的效率;
* بهره وری و زندگی شهری؛ *生产力和城市生活;
* بهره وری در آموزش؛ *效率的教育;
* بهره وری در تولید و صنعت؛ *在制造业和工业生产率;
* بهره وری مالی؛ *金融效率;
* بهره وری و ... *生产力和...

شرایط شرکت در جشنواره: 在节日的条件：
• تعداد آثار ارسالی: در هر موضوع حداکثر ۳ اثر؛ •数项：在每个类别最多3作品;
• آثار ارسالی باید اصل باشد. •参赛作品必须是主要的。 (لازم به ذکر است که اجرای کامپیوتری نیز پذیرفته می شود به شرط آنکه پس از پرینت توسط کاریکاتوریست امضاء شده باشد. همچنین لازم است فایل کامپیوتری آن با فرمت TIFF با دقت DPI ۳۰۰ بر روی لوح فشرده همراه پرینت ارسال گردد)؛ （应当指出的是，计算机上执行打印条件的接受是由漫画家签署的电脑档案，有必要仔细新闻部300光碟将发送TIFF格式与印刷一起。）;
• عکس و کپی اثر قابل قبول نیست؛ •照片复制，是不能接受的;
• اندازه آثار حداقل A4 و حداکثر A3 می باشد؛ •工程至少A4大小，最大为A3;
• محدودیتی در تکنیک اجرایی آثار وجود ندارد؛对行政技术•限制工程;
• همراه آثار بایستی فرم تکمیل شده، عکس و بیوگرافی مختصری از هنرمند ارسال گردد؛ •作品必须附有一份完整的申请表格，照片和简要艺术家应该被送到的传记;
• آثار ارسالی پس فرستاده نخواهد شد؛ •参赛作品将不予退还;
• برگزارکنندگان این جشنواره در حفظ و نگهداری آثار خواهند کوشید، با این همه مسئولیتی در قبال خسارت های احتمالی برعهده نخواهند داشت؛ •艺术节的组织者，他们试图保持与所有损害赔偿概不负责，潜在的赔偿责任;
• دبیرخانه جشنواره تمامی حقوق نشر چاپ و به نمایش گذاشتن آثار ارسالی به جشنواره را دارا است؛ •节秘书处所有权利印刷及出版作品向人们展示了节日优惠;
• کاتالوگ این جشنواره به تمامی هنرمندانی که آثارشان در آن به چاپ رسیده باشد اهداء خواهد شد. •目录节日，所有的艺术家们将其出版的获奖作品。 لذا خواهشمند است با دقت آدرس و شماره تماس خود را در فرم اعلام نمایید تا از مشکلات احتمالی در ارسال آثار جلوگیری شود؛因此，请您详细地址和联系号码，请在公布的作品中，以防止可能出现的问题的形式;
• امضاء کردن فرم شرکت در مسابقه از طرف هنرمندان به منزله اعلام موافقت با تمامی مقررات این جشنواره است؛ •比赛形式构成的艺术家签名同意所有法规是节;
