第十四届汉城国际卡通动画节 - SICAF 2010
1。条件
SICAF组委会和首尔动画中心自豪地向在首尔市政府提供的SICAF国际数码漫画大赛2010年。通过这次比赛，我们的目标是促进作为创造并享受卡通，漫画等新媒体的数字动画片，并能发现和支持有希望的数字动画片，漫画制作。我们愿向热情的邀请有才华，世界各地有志生产者提交他们的艺术对我们的竞争。如果你有兴趣，请务必认真阅读该文件。提交你的工作将被视为申请人已经阅读并接受所有条款和本比赛规则。
2。资格

7。预备

14th Seoul International Cartoon & Animation Festival - SICAF 2010
1. Conditions
SICAF Organizing Committee and Seoul Animation Center are proud to present the SICAF International Digital Cartoon Competition 2010 under the courtesy of Seoul Metropolitan Government. Through this Competition, we aim to promote digital cartoon as a new medium for creating and enjoying cartoon and comics, and to discover and support promising digital cartoon, comics producers. We would like to extend a warm invitation to talented, aspiring producers all around the world to submit their art to our competition. If you are interested, please make sure to read this document carefully. Submitting your work will be considered as the applicants have read and accepted all terms and regulations of this Competition.
2. Qualifications
- Your work should present genre of cartoon and comics and it should be viewable using digital techniques.
- You should hold the copyright of your submitted the artworks. Only the original and unpublished works (without any commercially used history) are qualified.
- Works entered in previous SICAF Digital Cartoon Competition cannot be submitted again.
3. Theme and Official Languages
There is no special theme designated by the organizing committee.
The official languages of the competition are Korean and English.
4. Categories
A) Web Cartoons: Web-based cartoon with 4 or less frame counts.
B) Scroll Comics: No limit in number of episodes, but should have one complete narrative structure as a story. Viewable in a web browser (e.g. Version 6.0, Firefox Version 2.0)
*Short Story: Under 5 episodes, but should have one complete narrative structure as a story.
*Long Story: Should have one complete narrative structure as a story.
C) Mobile Comics: No limit in number of episodes, but should have a complete narrative structure as a story. Viewable in mobile device's browsers (e.g. mobile phone, PMP, etc.)
D) Digital Illustration: Illustration made of Computer Graphics (e.g. 2D, 3D, 2D+3D composite works)
E) Creative Story: Synopsis and 10 episodes of Scenario

A) Please enter your work in the appropriate format. You may choose from the following means of implementation: the internet, mobile, or other digital media.
B) If you are submitting something not in either .jpg or .gif format, you must specify the viewer software or tool which can open the file. The specific viewer software should be submitted along with the artworks.
C) If the works are in other than the official languages (English or Korean), English translation should be submitted with the artwork.
6. How to enter your work
A) No registration fee is required
B) You can submit works in more than one category.
C) Entry Deadline: All forms and materials must be submitted no later than April 20th, 2010. Works received after the due date will not be considered for selection will be disqualified.
D) Please make sure to include ALL of the followings:
- Entry Form: One entry form is required for each work. Only completed and signed entry forms will be accepted.
- Applicant's photo or caricature
- 3 digital color images representing your work (min.6cm x 8cm, 300dpi or higher)
- Text or dialogue list in official languages (i.e. Korean or English) If the applicant fails to submit your works (texts or dialogues), your non-linguistic parts (artworks, images and drawings) will only be evaluated. Texts and dialogues will not be put into consideration.
- Your original work
E) All materials should be submitted to:

F) Submission
- Modification, which made after the deadline, will not allowed.
7. Preliminaries
-The preliminaries will take place in May of 2010
-The Selection Committee is responsible for the Preliminaries, which selected works will be advanced to the final round of competition.
-Members of the Selection Committee, all of whom must be cartoon and comics professionals, will be appointed by the Chairman of SICAF.
-Members of the Selection committee must NOT be, in any way, involved in the production and/or distribution of applicants?works. The Committee members will elect their President at the first Committee meeting.
-The selection result will be announced after May 20th, 2010 on the SICAF official web-site (www.sicaf.org) and through the SICAF e-mail newsletter.
-IF you wish to withdraw your submitted work, you should delete your file on official web-site by April 20, 2010. Request for withdrawal after the due date will NOT be accepted.
8. Final decision
- Final decision will take place in June, 2010, and in this round, the International Jury is responsible for deciding the prize-winning works.
- The International Jury members, all of whom must be cartoon & comics professionals, will be appointed by the Chairman of SICAF. The Jury list will be announced no later than July, 2010 on SICAF official website.
- 40% of the Jury will be non-Korean professionals invited from abroad, and no Jury member must be, in any way, involved in the production and/or distribution of applicant?works in competition.
-The decision of the International Jury will be considered final, and no objections regarding the decisions will be accepted.

11. Disqualifications
A) An entry will not be considered for selection in any of the following:
- Incomplete entry forms and unclearly stated applicants?information
- Incorrect information on the entry form
- Any violation of copyright
B) Prizes / Prize decisions may be annulled when:
- Any violation of copyright
- Plagiarism or if the Jury and/or Selection committee consider your work as Plagiarism
12. Translation
- The SICAF Organizing Committee will provide Korean translations for works in foreign language, which selected for the final competition. SICAF will bear all expenses for translation only if the SICAF organizing committee receives the complete text of the dialogue and commentary in English. The Korean translation will remain as the property of Competition host organization. Korean translation will be exhibited with the artwork during the festival period.
- Non-English texts should be translated in English by the entrants at their own expense.
13. Winner Invitation
- Prize-winners will be invited to the awarding ceremony and festival. We will cover the below mentioned expenses for Prize winners as follows:

: A board and lodging offer(overseas residents only and one person per selected work.)
- The invitation cannot be transferred to any person.
14. Competition Results
- All selected works for the final competition will be exhibited at SICAF exhibition venue. For promotion purposes, they may be presented on all related catalogues and pamphlets published by the SICAF Organizing Committee and on the Internet. Third party rights protection is also guaranteed.
- With the agreement of producers, prize-winning works may be published for a certain period of time on digital media, including main and other pages of portals or cartoon web sites for promotional purposes. They can also be published in a book, as a compilation titled "SICAF Digital Cartoon Competition Winners."
- After the festival, the SICAF Organizing Committee is granted the right to reproduce prize winning works and selected works for promotion purpose. The SICAF Organizing Committee obtains a non-exclusive right to use the works without any further contract with the entrants.
- For promotional use, the entrants may be requested to provide artworks with high-resolution
- Any other proposed usage outside of the Festival promotion will be referred by the SICAF Organizing Committee to the entrants for direct negotiation.
15. Others
- Competitors should hold the license and permission to use the materials and software, which used to create the entering work (e.g. graphic software packages).
- All materials submitted for selection will not be returned.
- All other conditions and regulations, which are not mentioned in this document, will be decided by the SICAF Organizing Committee.

1 - REGISTRATION: February 22 to April 22, 2010.
The 2nd Hall Medplan Mood is open to all graphic artists Brazilians in charge or arrangements cartoon. The opening of the hall will be on May 20, 2010 with the release of the winners. Each artist may sign with the maximum of three (3) unpublished 30X40cm format and using any technique. On the back of each paper should include author's full name, address, e-mail, phone, ID number, Social Security and bank account.

2 - BACKGROUND
The theme of the 2nd Hall Medplan Mood be sedentary.
The submissions will undergo a selection committee, composed of the organizers of the Salon Medplan Mood and guests.
3 - AWARDS

1 Any professional artist or amateur can participate in this aid.
2 The subject of the aid is the SNAIL.
3 The participants can send a maximum of 3 works to compete, as long as they have not been awarded previously in another contest.

PROPOSITIONS FOR PARTICIPATION:
Subject of 38. WGC: "My theme/subject"
- Only original cartoons will be accepted in the competition.
- It is allowed for one author to send maximum three (3) cartoons. On the back side of the cartoons please write the name and surname of the cartoonist and the title of the cartoon.

-The organizers will not be responsible for any damage that may occur during postage and handling.
- The organizer of WGC will keep the cartoons as part of collection of museum of WGC.
- By filling out the participation form, the participant declares and accepts in advance that (s)he hands over the financial/copy rights (s)he holds over the cartoons to WGC for printing/publishing by WGC and "Osten" without limitations on location or time period. The author agrees that the organizer of WGC can use the cartoons, exhibit them, keep them in its archives and publish them on the internet or through other media.
- The participation form and coupons are available for photocopying and you can pass them to your friends and colleagues who would like to participate in WGC.

鹿特丹漫画节第1版
于2009年9月7日，鹿特丹卡通艺术节ofcially创立的三个专业鹿特丹大学教育enthousiastic雇员。

The 1th edition of the Rotterdam Cartoon Festival
On September 7th 2009, the Rotterdam Cartoon Festival was ofcially founded by three enthousiastic employees of the Rotterdam University of Professional Education.
The Rotterdam Cartoonfestival Foundation aims to select issues relevant to the Rotterdam society as theme for the cartoon contest and the exhibition. This in order to focus and enlarge public and political attention to these issues. De Foundation is not making any proft. This first Rotterdam Cartoon Festival will be a part of the annual World Harbour Days that are organised in Rotterdam and always attract lots of visitors. The opening of the exhibition will be Friday September 3, 2010.
The theme of this frst edition of the Festival is: "Working in the port of the future" . The modern port of Rotterdam is developing rapidly and innovative techniques are applied all over. This offers interesting new career oportunities for young people. However most people still associate working in a port with heavy, unskilled labour. Too many (young) people in Rotterdam, are unaware of the fact that the port urgently needs brains and creative ideas and offers new interesting qualifed jobs and career possibilities.
The festival organisers invite cartoonist from all over the world to draw cartoons that visualise this future port as cartoonists are able to do so in an unexpected way. Cartoons make people smile, think or both?What does a mainport look like in 2100? What job adventures are possible in such a port?
The Rotterdam Cartoon Festival is supported by the Dutch Association of Cartoonists 慏e Tulp?and by the international federation of cartoonist organisations FECO. FECO Contest regulations will be applied by the Rotterdam Cartoonfestival.
Regulations for competition of the Rotterdam Cartoonfestival 2010
1. The name of this cartoon contest is Rotterdam Cartoonfestival.
2. The theme of this contest is 慦orking in the harbour of the future?
3. The contest is open to professional and semi-professional cartoonists.
4. The deadline for receipt of cartoons is May 1st, 2010.
5. The jury's awards will be made before or on July 1st, 2010.
6. The exhibition will open on (date, place and period)
7. The size of artwork is to be (210x297 mm). Artwork is to be submitted unframed.
8 The maximum number of entries is to be 10.
9. The name, home address (and e-mail address), the value of the work, telephone number of the artist is to be stated on the back of each cartoon. The artist is to provide a brief CV and a photograph (or self-caricature). Also the submission of the entry form is required.
10. The cartoons must be the original work of the artist. Cartoons that are deemed by the jury to be the same or closely similar to that known to be the work of another cartoonist will not be judged.
11. The cartoons may not have been previously published. The cartoons may not have been previously awarded. (State which of these sentences apply, if at all)
12. Original works and digital files and prints from the artwork will be accepted.
13. Non-digital artwork initially provided as color photocopies will not be returned. Artists of selected works can be asked to provide original artwork, which will be returned at the organizers expense (see 14)
14. Original artwork will be returned to the artists on request.
15. A catalogue will be published and one free copy will be supplied to each artist whose work has been selected for exhibition.
16. Money-Prizes and trophies will be awarded as follows (state all prizes). Main-Prize winners will be invited to attend the opening ceremony and prize giving. The costs for their stay and transport will be covered by the organizers of the cartoon contest.
17. The organizers have the non-exclusive rights to use awarded works (meaning works who were awarded with a money prize) to advertise this and the next edition of the contest, without payment to the artist. The organizers of cartoon contests claim no other rights to the use of awarded cartoons. Donation transfer of ownership of actual paper artwork to the organizers does NOT signify unconditional transfer of copyrights - these are retained, unless otherwise specifcally agreed, by the artist. Further rights are subject of a new agreement between the artist and the organizers.
18. The organizers claim no rights for the use of non-awarded works.
19. The organizers will be liable for the safe keeping of selected original artwork whilst in their possession. If they intend to sell originals or copies, they cartoonist will receive the value of his works as indicated on the entree form. For selling prints or copies the cartoonists will receive 50% of the auction/selling prize.
20. The organizers will inform participants (by ordinary mail, trough e-mail or website information) if cartoons are received and selected or not selected.

4th MUESTRA International Exhibition of Graphic Humor - Spain
RULES
1. Theme: VIOLENCE. The violence is the law of the jungle, power abuse upon the weakest and it generates hate; it's a cancer for the living together, freedom, democracy, equality. It ignores the human dignity, tolerance, values, principles and rights. It's inside our lives and it's difficult to get away from some of its effects. It becomes apparent in an indefinite number ways: social, political, religious, sports, labour, in the classrooms, in the family, in the entertainments, the cinema and the TV. There are violence of genre, driving, against immigrants, old people, war journalists, ...
2. The contest is open for professionals and amateurs.
3. Deadline is on 30th June 2010.
4. The drawings must be original. Digital drawing will be accepted with the author signature. Copies will not be accepted.
5. Between July 10th and 15th 2010, A jury of qualified experts will make a selection of the works which have been submitted.
6. The selected drawings will be exhibited at "La Llotgeta Exhibition Hall" of the CAM in Valencia, between October 7th and November 12th 2010. From this date, it will be a travelling exhibition in several cities. After that, the artists will be able to ask for their drawings to be returned to them if they have demanded it in their entry form.
7. Drawing size limits: A4 (210mm x 297mm) or A3 (297mm x 420mm). The works with different sizes to these ones will be disqualified.
8. Maximum number of drawings per artist is 3, black & white or coloured, without text. Any kind of style and technique will be accepted.
9. Every drawing must be signed at the back with the following information: name, address, phone, e-mail, and the work's title. It will be indispensable to send the entry form and a short curriculum vitae along with the drawings.
10. Send the drawings to: FECO-Espana. C/ Cooperativa San Fernando, 7- 8a. 46007. Valencia (Spain).
11. The organization will report artists if they have been or not selected.
12. The organization does not assume responsibility for damage or loss of any drawing for reasons beyond its control.
13. The drawings can be given free for the organization of the Exhibition to be part of an International Documental Funds of Graphic Humour. All of them will be deposited for their preservation, spreading and study in a Valencian institution. The authors who want to be part of this Funds must express their authorization in the entry form. The Funds objective is the organization of periodical and travelling exhibitions, the catalogues publication and the foundation of an international documental archive about the graphic humour where the author rights and intellectual property will be respected.
14. A catalogue will be edited with all the selected cartoons. Each selected author will receive one copy of the catalogue.
15. Accepting these rules means the cession of the author rights to the organization, only for the exhibition spreading, the catalogues edition and the travelling exhibition. Reproducing the selected works will not have any cost for the organization, since the catalogues and the travelling exhibition will not have any lucrative purpose.

CHEERFUL GRUNWALD European Satyrical Contest
ADULT ARTISTS category
On the 15th of June, 1410, a battle took place near the village of Grunwald between the Polish-Lithuanian army led by Wladyslaw Jagiello and the army of the Teutonic Knights. Its course and outcome had a very strong impact on the formation of Europe in the centuries that followed. In July 2010, the 600th anniversary of that battle is celebrated. We invite all the European artists, who make caricatures professionally or as amateurs, to take part in a competition aimed at making a satirical work , which refers to the battle of Grunwald in a humorous manner. Looking at historical events from 600 years ago in a humorous way might help in discovering numerous modern references to the problems of people who live in contemporary Europe. We invite you to explore medieval history in all its aspects, from militaria to morals and more.
I. TOPIC:
CHEERFUL GRUNWALD (GRUNWALD NA WESOLO) - or the battle of Grunwald 600 years later
II. CONDITIONS OF PARTICIPATION
European satire and humor contest CHEERFUL GRUNWALD is open for all artists from Europe, who make caricatures professionally or as amateurs, as well as for art school students (high schools and colleges/universities).
Objects of the contest are satirical or humorous drawings, photographs and other designs in any technique, with the following (original work) dimensions: min. A4 (210 x 297 mm), max. A3 (420 x 297 mm), made on good quality paper, without the passe-partout. Photocopies of works that were made manually and works submitted to other contests will not be accepted. Photographs and digitally created works will be accepted, provided that if they qualify for the second stage (sending originals), they need to be marked as nr 1/1 and signed by the author. Each author may submit up to 3 works.
III. STAGES OF THE CONTEST
Stage 1: - till 10.05.2010
Works should be sent in digital format to grunwald2010@karykatury.info as JPG files no larger than 500 kb. The following information should be sent along with the file: title of the work, size of the original, technique used, author's personal details, traditional and electronic mail addresses, phone number.
By May 15th, 2010, the jury will choose works that qualify for stage 2.
Stage 2: - till 30.05.2010
Authors send originals of their works along with a CD containing its scan in A4 format, 300dpi resolution, RGB color profile, jpg file.
Also, separate files should be included with author's photograph and a short biographical note (photo - jpg format, biography - doc format).
The whole package should be sent to:

By June 6th, 2010, the jury will select the winners based on sent originals. Jury's verdict will be published on www.spak.art.pl, as well as on www.karykatury.info.
IV. PRIZES
A special jury appointed by the organizers of the contest will choose works for the exhibition. The jury will include representatives from artistic circles, as well as middle ages experts.
The jury shall grant following statutory prizes:
CHEERFUL GRUNWALD GRAND PRIX
- 2 Grunwald swords and money prize of 2500 PLN
2nd place- money prize of 2000 PLN
3rd place- money prize of 1500 PLN
In addition, special prizes endowed by sponsors will be granted.
Jury has the right to divide statutory prizes, change their amounts or refuse to grant them. Jury's decisions are conclusive.
Winners shall be informed about the results personally. Protocol shall be published after June 10th on www.spak.art.pl and www.karykatury.info.
Prize is subject to taxation in accordance with Polish law. Money prize shall be handed to foreign authors if they participate in the opening of the exhibition, come and collect the prize by December 15th, 2010, or give the organizers instructions to transfer money to a specified account and in currency specified by the author.
V. PARTICIPANTS' PRIVILEGES.
Authors whose works qualify for the exhibition shall receive a free catalog, they will also have their own place in the catalog.
The organizers guarantee the winners free participation in the CHEERFUL GRUNWALD event July 15th 2010.
Works submitted for the contest become a property of the organizers and after the end of the contest, they will be exhibited home and abroad as original works or high quality prints made at the expense of the organizers. Such prints will not be sent to the authors after the round of exhibitions in finished.
VI. FINAL PROVISIONS
Authors who submitted their works grant (without any compensation) the organizers the right to exhibit and use their works in every respect for advertisement purposes, as well as to copy and circulate them in the form of catalog.
Organizers of the exhibition have the final vote in respect of interpreting the regulations.
By submitting their works for the contest, the authors accept these regulations and agree to have their photograph published in the catalog of the exhibition that follows the contest.
Organizers reserve the right to cancel the contest after Stage 1. At the same time, they undertake to publish a proper announcement at www.spak.art.pl and www.karykatury.info, informing about such decision.

2nd Biennial of Humor "LUIS D'OLIVEIRA GUIMARAES" - PENELA 2010 (Portugal)
REGULATIONS:
1) The contest is open to all caricaturists/ Cartoonists, all graphic artists with humor, professional and amateur.
2) The subject matter of the exhibition is: Theatre (Theatre Drama, Musical, Caricatures of the theater ...)
3) - Deadline: May 1, 2010
4) Each artist can send until 4 works in black and white (one color - not accepted drawings 2, 3 or 4 color) format not exceeding A4, open to all techniques and styles (the work done the computer, beyond their transmission in electronic form - CD or floppy disk 300 dpis Jpeg - must also have an A4 print, hand signed and numbered 1 / 1) as a caricature, cartoon, design humor, strip, plank bd (a story board only) ... identified and they should come on the back with name and address, e-mail, telephone and N?taxpayer. The works must be accompanied by a brief curriculum.
5) The work will be judged by a jury consisting of: a representative of the Board City Hall, a representative of the Parish of Cord; representatives of a family Oliveira Guimar鉫s, the Artistic Director of the Biennale, a representative of the sponsors, and two guest artists, and awarded the following awards:
1st prize - € 2.000,0
2nd prize - € 1.500,00
3rd prize - € 1.000,00
6) The Jury has the right not to exhibit any submitted work with no quality.

The topic of the is a woman in the satirical presentation, modern and fashionable, joyful and upset one, a wife, mother and a friend but not also a sportswoman, a physician or just the woman... Everybody knows thet it is not possible to live without her...
Participation
In the competition will take a part drawing, cartoons and other plastic acts made in optional technics; those original works that have already been exhibited or published but not being rewarded.
1. Competition will be carried in categories: DRAWING
2. Format of work - max A3, amount of work - up to 1 works
3. Entrants are responsible for ensuring the correct postage.
4. Entries must arrive at the address below by not later that 25.02.2011 /deadline/

The World Gallery of Cartoons is organized by OSTEN - Magazine for Humor and Satire
The received cartoons will be judged by international jury.
The opening ceremony and award announcement will be held on 16th September 2010 in Skopje.
PROPOSITIONS FOR PARTICIPATION:
Subject of 38. WGC: "My theme/subject"
- Only original cartoons will be accepted in the competition.
- It is allowed for one author to send maximum three (3) cartoons. On the back side of the cartoons please write the name and surname of the cartoonist and the title of the cartoon.
- Size of cartoons: A4 and A3 on paper
-The organizers will not be responsible for any damage that may occur during postage and handling.
- The organizer of WGC will keep the cartoons as part of collection of museum of WGC.
- By filling out the participation form, the participant declares and accepts in advance that (s)he hands over the financial/copy rights (s)he holds over the cartoons to WGC for printing/publishing by WGC and "Osten" without limitations on location or time period. The author agrees that the organizer of WGC can use the cartoons, exhibit them, keep them in its archives and publish them on the internet or through other media.
- The participation form and coupons are available for photocopying and you can pass them to your friends and colleagues who would like to participate in WGC.
- The catalogue of 38. WGC will be distributed for free to all participants who's cartoons will be published in the same catalogue.
- WGC will cover the travel and accommodation expenses for following prize-winning cartoonists for the award ceremony in Republic of Macedonia:
Grand Prix, three prizes ans special prize for drawing. Those laureates will be honored with printing a special map during their stay in Skopje.
- Participants are expected to send the filled participation form, with short curriculum vitae and photograph, all together with their cartoons.
