为加强廉政文化建设和文化遗产保护工作，引导漫画家创作具有文化内涵和历史高度的漫画精品，经研究，决定举办第二届天地之中杯廉政暨文化遗产国际漫画大赛，即日起面向全球征稿。现将有关事宜公告如下。

一、组织机构

指导单位：中共郑州市纪律检查委员会。

主办单位：河南省漫画家协会、郑州市文物考古研究院、郑州高新区管委会。

支持单位：中国新闻漫画研究会、人民日报社讽刺与幽默编辑部、郑州高新区文化新闻出版局。

承办单位：河南小樱桃动漫集团有限公司。

成立由主办方和著名漫画家参加的大赛组织委员会和评审委员会，负责组织和评奖工作。组委会办公室设在河南小樱桃动漫集团，负责日常工作。

二、时间安排

作品征集：2015年7月-9月；评奖：2015年10月；颁奖：2015年11月。

三、赛事活动安排

1.单项比赛

（1）第二届天地之中杯廉政国际漫画大赛。以反腐倡廉为主题征集漫画作品，参赛作品要反映党风、政风、民风，传播正能量、鞭挞腐恶丑。

（2）第二届天地之中杯文化遗产国际漫画大赛。以保护世界文化遗产、传承传统文化为主题征集漫画作品，参赛作品要致力于提高公众文化遗产保护观念、促进传统文化的回归。

2.赛制安排

本次大赛两个单项比赛分别开展初评和终评，初评入围作品进入大赛终评。

四、奖项设置和奖励办法

1.奖项设置。作品征集和评审分为廉政漫画组、文化遗产漫画组，设天地之中杯漫画大奖一名，两组分别评出金奖、银奖、铜奖。获奖作品由河南省漫画家协会颁发获奖证书和奖金。

2.奖励办法。获奖作品由天地之中杯廉政暨文化遗产漫画大赛组委会和主办单位共同表彰并颁发获奖证书。
天地之中杯漫画大奖1名，奖金30000元；
廉政漫画组、文化遗产组各设
金奖1名，奖金20000元
银奖5名，奖金5000元
铜奖10名，奖金2000元
鼓励奖30名，奖金300元

五、参赛范围

本次大赛面向世界各国漫画家征集作品，作品形式主要为单幅漫画、四格漫画。

六、参赛须知

1.参赛作品须具有鲜明的思想性和幽默感，无中国法律法规禁止的内容，参赛作品需拥有自主知识产权。

2.参赛作品需填写《第二届天地之中杯廉政暨文化遗产国际漫画大赛参赛报名表》（可登陆www.xiaoyingtao.com.cn下载）。

3.参赛者需提供身份证影印件。

4.作品格式：画面尺寸统一为A3规格（420×297mm），分辨率不低于300dpi,作品背面需注名作品名称、作者姓名、联系电话、电子邮箱和通信地址。

5.大赛主办方对所有参赛作品拥有但不限于以下使用权：以任何形式、在任何载体进行发表、发布、传播、展示，对获奖作品进行免费结集出版、发布、展示。参赛者用参赛作品从事其他活动不受本次大赛约束。

6.不退回参赛作品，不收取参赛费用。

The second Between-the Heaven-and-Earth Cup of Clean Government-cum-Cultural Heritage International Comic Contest

Call for Papers Announcement (Zhengzhou,China)

In order to strengthen the Clean and Honest Government construction and cultural heritage protection work, the organizer decided to hold the second Between-the Heaven-and-Earth Cup of Clean Government-cum-Cultural Heritage International Comic Contest. Submissions are being accepted from this date on. Relevant matters are announced as follows.

Organization:

Sponsor: CPC Zhengzhou Municipal Commission for Discipline Inspection.

Organizers: Henan Cartoonists Association, Zhengzhou Institute of Historic Relic Archaeology and Research, Zhengzhou High-tech Zone Management Committee.

Supporters: China News Comics Study Institute, People's Daily Editorial Department of Satire and Humour, and Zhengzhou High-tech District Cultural Bureau of Press and Publication.

Competition Organizing Committee set up by the organizers and the Jury and the participation of the famous cartoonist, are responsible for the organization and awards work. The organizing committee office is located in Henan Xoyto Cartoon Group Company, which is responsible for daily running of the competition.

Call for Entries: June –September 2015; Awards: October 2015; Award: November 2015.

Events schedule

1. Individual Match

(1) The second Between-the Heaven-and-Earth Cup of Clean Government International Comic Contest.

The theme of this contest is “protect the cultural heritage, heritage of the traditions”. The submissions should reflect the Party's work style, political winds, the people, spread positive energy, and lashing Fue ugly.

(2) The second Between-the Heaven-and-Earth Cup of Cultural Heritage International Comic Contest.

In order to protect the world's cultural heritage, the heritage of traditional culture, themes in comics should be committed to improving public entries in the concept of protection of cultural heritage and promote traditional culture.

2. The competition system arrangement

The two individual events of the competition are conducted though an initial evaluation and then a final evaluation. Honourably awards will be considered in the final contest assessment.

4. Award setting and reward

1.Prizes. Solicitation and evaluation into Independent Comics Group, Heritage Comics Group, set among the world cup-winning comic one, two groups were named Gold, Silver, Bronze. The winning cartoonist, by the Henan Association, will be presented with an award certificate and prize money.

2. Rewards. Winning entries will be awarded a certificate mutually issued by the Heaven and Earth Cup Integrity and Comic Contest Organizing Committee and the Cultural Heritage of the sponsors. There is only one first prize winner of the Between-the Heaven-and-Earth Cup, with prize money of 30,000 yuan being awarded. In addition, there is one Gold winner, with a prize money is 20,000 yuan; five Silver winners with prize money of 5,000 yuan each, and ten Bronze winners, each collecting prize money of 3,000 yuan, respectively from the two competitions.

5. The competing range

The competition is open to cartoonists around the world to collected works, works mainly in the form of single cartoon, comic strip, and short story comic.

6. Entry requirements

1. Entries must have a distinct ideology and a sense of humor, no Chinese laws and regulations prohibit the content, entries need to have independent intellectual property rights.

2. Entries should fill in the 'Second World Cup ICAC-cum-cultural heritage among the International Cartoon Contest Entry Form' (please visit www.xiaoyingtao.com.cn for download).

3. Participants are required to provide photocopies of identification.

4. Works Format: A3 unified standard screen size (420 × 297mm), resolution of no less than 300dpi, the back of the work required to note the title of the work, author's name, telephone number, e-mail and postal address.

5. The contest organizers have all the entries, but not limited to, the following rights: in any form, in any carrier publish, distribute, transmit, display of winning entries were compiled and published for free, publish, display. Participants engage in other activities with entries from the contest constraints.

6. Failure to return complete entries does not incur entry fees charges.
